Description du poste : IntroductionDuring the course of 2024, Ukrainian authorities have announced mandatory evacuations due to intensified offensives by the Russian Armed Forces, including shelling and aerial attacks against frontline settlements. The Kharkiv region continues to endure daily shelling. More than 150 strikes are recorded daily in Sumska oblast, while hostilities in Donetska have prompted one of the largest waves of internal displacement in Ukraine since 2022. The ongoing conflict has displaced tens of thousands of people, with over 15,000 civilians still in Pokrovsk, a city less than 10 kilometers from the frontline. These civilians face immediate threats from advancing forces, and without coordinated evacuation efforts, their safety is at severe risk. This trend is expected to continue as hostilities escalate in the foreseeable future. As per UN OCHA Protection Cluster partners’ assessments, over 300,000 people in frontline regions remain in need of transportation and basic services support. Despite a growing need, financial resources for local Non-Governmental Organizations or Civil Society Organizations supporting evacuation operations are dwindling, creating a dangerous disconnect with the urgency of the situation.The “Emergency Assistance and Support to Evacuations” (EASE) Project, coordinated by Team4UA, adopts a holistic approach to fill existing gaps in the evacuation from conflict zones along Ukraine’s frontline areas to IDPs relocation in safer reception regions. This project ensures that civilians from high-risk areas are safely transported to secure locations, offering not only physical evacuation but also essential support services and temporary accommodation during and after the evacuation process.To address this, our project is built upon the TERA Consortium with only National NGOs led by the Charitable Organization “Charity Fund “Team4UA” with the Charitable Organization “East SOS” as lead Officer, including the Charitable Organizations “Relief Coordination Center” and “Angels of Salvation” as members. Local NNGOs/CSOs will be integrated as Consortium partners selected through a transparent process endorsed by the Consortium members, the UN OCHA Protection and CCCM Clusters followed by a capacity development phase. This consortium will provide a structured, scalable solution that aligns evacuation efforts with the realities of daily operations on the ground, ensuring more efficient, safe and dignified targeted assistance prioritizing vulnerable people in need.Team4UA DescriptionFounded in March 2022, Team4UA is a Ukrainian charity organization with experience in effective emergency relief, recovery and innovative reconstruction projects in partnership with UN agencies (WFP, UNICEF) and INGOs or philanthropic foundations (Mercy Corps, TED). Of the 2.3 million beneficiaries covered by humanitarian aid since March 2022, Team4UA has implemented other projects, such as the construction of a public school in Lviv using 3D concrete printing technology. Former technology entrepreneurs have combined their knowledge and experience to lead Team4UA, applying an innovative approach to solving the most important and long-term needs. Team4UA has considerable experience in the implementation of projects in the frontline regions of Ukraine or in territories heavily affected by hostilities, for example, on the border with the Russian Federation. Since the beginning of the full-scale invasion of Ukraine, we have been covering the most difficult-to-access areas or those with a concentration of people in need of assistance due to internal displacement or return. Team4UA teams are active from Lviv for administrative and financial support, Kyiv with the headquarters and Dnipro for operations, monitoring and evaluations activities.General Position SummaryA successful Monitoring and Evaluation Officer will have strong analytical and organizational skills, ensuring high-quality data collection, analysis, and reporting. They should be detail-oriented and capable of following established M&E policies and procedures while contributing to continuous improvements in monitoring. The Monitoring and Evaluation Officer must be proactive, adaptable, and capable of working in a fast-paced, multi-regional context. The Monitoring and Evaluation Officer will provide support of the “Emergency Assistance and Support to Evacuations” (EASE) project monitoring and evaluation team. Under the Monitoring and Evaluation Manager supervision, the Monitoring and Evaluation Officer will be responsible for supporting the effective design and implementation of monitoring, evaluation, accountability, and learning systems. The Officer will ensure that program data is accurately collected, analyzed, and reported to support learning, accountability, and evidence-based decision-making.Job ResponsibilitiesSystem Set up & Implementation: Assist in developing M&E tools. Support the implementation of monitoring plans to track project progress. Ensure M&E activities comply with donor and organizational requirements.Data Collection & Management: Manage data collection tools, if needed collect data through surveys, focus group discussions, and interviews. Oversee and support data collection processes in the field, ensuring accuracy, consistency, and timeliness. Maintain an organized and secure database for project-related information, ensure proper data entry, cleaning, validation, and storage.Data Analysis & Reporting: Support the preparation/validation of periodic reports. Assist in compiling donor reports. Analyze quantitative and qualitative data to assess progress and impact. Provide timely feedback to program teams based on findings.Field Monitoring & Assessments: Conduct field visits to assess project implementation and data accuracy.Capacity Building & Learning: Assist in facilitating learning sessions to improve project effectiveness. Support knowledge-sharing initiatives within the organization.Coordination & Compliance: Collaborate with program teams, partners, and stakeholders on M&E activities. Ensure adherence to ethical standards in data collection and reporting. Support audits, external evaluations, and other quality assurance initiatives.Knowledge and ExperienceMinimum of 2 years of relevant experience.Bachelor’s or Master’s degree in Social Sciences, Statistics, Economics, Development Studies, or a related field.Experience managing M&E and activities funded by institutional donors (USAID, FCDO, SIDA, etc.) and/or UN agencies in NGOs is preferred.Understanding of both qualitative and quantitative M&E methods.Familiarity with the MS Office software (Word and PowerPoint) is required.Proficiency in Excel and M&E software/tools (e.g., Power BI, SPSS, KoboToolbox, etc.).Experience in designing surveys, conducting data analysis, and producing high-quality reports.Possess the ability to utilize lessons learned for the continuous improvement of program implementation.Strong analytical, communication and problem-solving skills.Ability to work independently and as part of a team, meet deadlines, and manage multiple priorities.Proficiency in English (Intermediate level or above) and fluency in Ukrainian required.Success FactorsA successful candidate will demonstrate strong communication skills and the ability to collaborate effectively with team members and stakeholders in diverse work environments. The candidate should be detail-oriented, able to follow procedures, and meet deadlines while maintaining flexibility and creativity in problem-solving.Living ConditionsThe position will be based in Dnipro. Business trips are required with up to 25% of the time in various locations for project activities monitoring and evaluation.Team4UA team members represent the organization both during and outside work hours when deployed in a business trip.
